The Prophecy by David Seltzer is about a chemical released from a paper mill in Maine and the impacts it has on the surrounding communities (ie. big bad monster). Bit more campy horror than sci-fi but still a good read.

Thanks to everyone for their literature suggestions in response to my inquiry (feel free to keep them coming). Cat's Cradle was the one I had in mind and couldn't pull up in my mind. I like that example because it connects atomic level behavior with unpredictable results at the observable and global scales.
